Can you negotiate school bill separate from the draft pool each team gets?
Probably not. I know that in the NFL, any money you give a player for any reason counts against the salary cap. While there is no salary cap in the MLB, it would be an exploitable loophole if teams were able to pay for education apart from the pool money.

RE: 2016 MLB Draft (June 9-11)
I didn't see any news on whether Stupienski signed, but it looks like several days ago this article was posted noting that Stupienski has been assigned to the Hillsboro Hops, Single-A affiliate for the Diamondbacks near Portland:
http://www.oregonlive.com/hillsboro-hops...ter_1.html
Quote:Behind the plate are Hops returner Alexis Olmeda, Luke Lowery and 2016 12th-round draft pick Gavin Stupienski. Olmeda hit .265 in 40 games for the Hops last season with a .384 on-base percentage.
Appropriate that he'll be competing for playing time behind the plate with Lowery, from ECU.
Good luck in your career, Gavin!
