REALLY??? This apparently ran in Germany... that country is going to hell in a handbasket fast...

That's what I'm trying to find out ECU...

So far, I've only found one article on it Little Notes from Paris. (I've never seen the website before and blogspot is usually blocked at work).

Note: It looks to be a copy of the Brady Ad that was very similar (photo exists, but the Brady Campaign didn't run the Picture), with the change from "murder" to 'racism'.... Still trying to find out if it's actually getting circulated.

It looks like a crudely put together meme.

Yeah, I'm questioning it as well until confirmed. Almost feels like an anti-refugee ad that's sarcastically mocking the "anything goes" attitude of euro politicians who are dismissing/shrugging off women's charges of rape and molestations.

Yep.. did some digging:

The ad is indeed the photoshop modification of the Old "Brady Bill" ad (Rape only lasts 30 seconds, but murder is forever). {Don't remember who pushed the ad originally, although I remember it wasn't the Brady Campaign}

Someone on an Facebook "#antifa" (Anti-Fascist) page apparently adapted it and pushed it out.).

Then some people via social media ran with it:
With comments like

"it's only satire..." but then added "We need to let them in. Why? Because It's 2016! #refugeeswelcome".

I can't find proof that it was being pushed out on Pamphlets in German cities though..
