COA seems driven by apt rental cost in the school's region/area. I suspect as cities/metros are larger, the COA is higher. I think the two main components are travel cost and "living" cost.

The cost of living is usually higher on the east and west coast, and somewhat cheaper in the central states.

RE: Cost of attendance
The COA numbers are based on the numbers that schools report for financial aid purposes (ie, for regular students).
So, many schools - especially costly private schools - actually report lower numbers so that they look more attractive to prospective students (not student-athletes).
I remember seeing Boston College and USC among some of the LOWEST COA numbers, despite being in some of the most expensive areas in the country. Gotta keep that high number down for marketing purposes....

I could see some differences between how good some of the G5 schools have better players than some of the P5 schools.
Here are the projections close to $4000 and above.
AAC
Cincinnati $6032
Memphis $5373
UCF $4944
Houston $4544
USF $4100
East Carolina $4025
C-USA
FAU $6060
FIU $6000
UAB $5668
North Texas $3970
MAC
Bowling Green $4486
Buffalo $3854
Toledo $3830
MWC
Boise State $5100
UNR $4800
Wyoming $4240
Hawaii $3925
San Jose State $3900
UNLV $3800
Utah State 3720
San Diego State $3500
Sun Belt
La-Monroe $6056
Georgia Southern $5880
South Alabama $5470
Ne Mexico State $4046
La-Lafayette $4036
Arkansas State $4000
Idaho $3604
BYU $4500
P5 schools below $3000 or no report.
Syracuse ?
Pittsburgh ?
Miami ?
Duke ?
Boston College $1250
Georgia Tech $2000
North Carolina State $2706
Ohio State 2970
Michigan State $2976
Illinois $2900
Michigan $2354
Northwestern ?
Kansas $2908
West Virginia $2700
Iowa State $2430
Baylor ?
California $2800
Oregon State $2484
Oregon $2382
Arizona $1682
USC $1580
Vanderbilt ?
Notre Dame $2200
If a player is poor from a poor family? Which schools would he want to play for for FCOAs? I say some of the better players who come from the poor areas would go where the money is and pick schools like in the G5 instead of the schools that are P5 who offer less than $3000. That is why Houston was picking up some good players than Texas.

If COA is what a student with a full ride scholarship is short, then a higher COA would mean y'all poors, until the COA came to level things out.
