Rice opts out of concealed carry

President Leebron decides to make Rice opt out of the concealed carry law. Good for him, and good for Rice.

I'm curious to see how many private schools will allow concealed weapons (Baylor and TCU apparently are opting out too, which is probably a good indication most private schools in Texas will opt out).

Here's the text of the policy:

It generally prohibits possession on campus or at Rice-sponsored activities of "firearms, explosives, other dangerous weapons and replicas of dangerous weapons (as described in this policy)", with certain exceptions.

Curiously, the policy doesn't actually define "dangerous weapons", but it does define "weapons" to include (besides firearms, bombs and so on) paintball guns, rockets (presumably including model rockets), swords and spears of all kinds (presumably including athletic javelins, and certainly including swords used in plays), archery equipment, and martial arts tools. Personal containers of pepper spray are specifically excluded from the definition of "weapons".

As for the exceptions to the possession prohibition, the only exceptions that are made as a matter of right are:
- military (including ROTC) and law-enforcement use; and
- concealed handgun permit holders can transport or store guns (evidently not just handguns) and ammo on campus under certain conditions.
All other exceptions (e.g. athletics, theater, martial arts) require specific advance approval from RUPD, which can also impose conditions on where and how the items are stored when not in use.
