I’d say NDSU is more of a cautionary tale of what happens when you hire the wrong people. Yes, for the fans they had nowhere else to go and I heard plenty of “you guys are lucky to move up” when in Fargo but by the same token Bison football is still central to their lives and receives a ton of diehard support.
The real reason why they’ve slipped is that Matt Entz is not running a tight ship. After Klieman was hired by KSU I noticed a lot of still talented players on the NDSU roster but they were often committing undisciplined penalties that you would never see under Bohl/Klieman. When a whole host of starters started to leave last year (including Sproles), that was a canary in a coal mine situation. Matthew Fraase a well known and level-headed Bison fan of Twitter confirmed my suspicions when he called out a lack of culture, recruiting, discipline, etc. under Entz. There’s a reason why Klieman turned KSU into B12 champs and why he left Entz in Fargo.
Yeah and that's definitely part of the whole "when there's nowhere to go but down" scenario. You're almost certainly gonna keep losing coaches when they keep winning unless you really luck out with a guy falling in love with your school. Sooner or later you'll swing and miss on a hire, and when you do then a program like NDSU or JMU probably is still gonna win enough that it takes quite a while to justify firing him. By then your program might have regressed quite a bit under that coach. That's one thing that always worried me when we were FCS. Now that we're where we belong, if we make a bad hire it's gonna be obvious much more quickly.

They've already lost the talent, and are getting pushed around on both sides of the ball. They go to shotgun now and throw it down the field hoping to get lucky, which was never true before.
Fans literally saying they won't show up or renew tickets. Dynasty is done.
NDSU is in the bottom half of the MVFC at 1-2 in conference. They still have SDSU, S. Illinois, and N. Iowa to play. So, at a minimum, I see them finishing the regular season with three losses, probably four, and possibly five. From perennial top seed, do they even have a shot at making the playoffs this year?
Honestly, I could see over half of the MVFC moving up and being a better/more competitive conference than the MAC. Add in a couple Big Sky teams (Montana, Montana State) and they could fill in the gap caused by the Pac12 collapse.

The only way that has a chance of happening is if PAC can poach/rebuild, and then MWC needs backfill. And even then, Big Sky teams like Montana/MSU and Sacramento St likely get the nod first, maybe UCD as well. NDSU/SDSU might get a look, but their fanbase isn't as strong as the Montana schools, and the geography works against them. They could get in if MWC adds 4-6+. Don't see any scenario where "over half" of MVFC moves up. Outside SDSU, this is more about NDSU regressing and losing talent.

It is a hypothettical. IF it could happen, which it couldn't, an FBS level MVFC would be as good if not better than the MAC. Lots of good football programs with some history there.
Are the transfer portal rule changes a contributing factor here? Historically, did NDSU stick with their corn fed local farm boy recruits or did they nab FBS transfer talent like JMU did?

Outside the top 4 (SDSU, NDSU, SIU, UND), the rest of MVFC is closer to Sam Houston level or below. Those 4 might be competitive with MAC, but only SDSU would have a chance of winning it. What we are seeing is the rapid decline of NDSU, not elevation of others. They have lost a LOT.

Pretty sure they prided themselves on not using the FBS to FCS path at getting transfers that could play right away and instead grooming their own. But I think recently they have, as all of college football has changed with the portal being what it is.

Of course the selection committee is in love with NDSU and the Fargo Dome.
