Maybe. The city if Little Rock wants to keep their stadium in use. Arkansas holds fewer and fewer home games there, and, with the stadium in Fayetteville much more accessible than it was 30+ years ago (before freeways were completed) and being much more modernized, the Hogs may stop having games in Little Rock altogether.
I've heard it argued that the city may be just trying to use the threat of another team playing home games in Little Rock as a way to leverage Arkansas to play more home games there, but maybe they're just trying to keep their stadium in use. It remains to be seen whether UA-Little Rock has the finances and support to start up a program. They would have direct access to join the Sun Belt for football, per league bylaws, since they are already a full member for all other sports.

The local businesses have been hurting with the lack of Arkansas games. It is them who wanted Little Rock to restart their football program.

That wasn't the point. The city has no leverage. Arkansas has a monopoly on fans of big time college football in the state and sorry Arkansas State fans, I respect you but you aren't big time college football, at least not close to what Arkansas is.

Lambuth, Saint Joseph's College, and Saint Paul's didn't drop football. They closed. Saying they dropped the sport is inaccurate and incomplete while giving the impression that the school is still open for business.

UH Victoria will likely max out as an NAIA school. Football is possible there. UT Tyler is headed back to DII and UT Dallas should make that move, too. UH Sugar Land is another branch to keep an eye on. It may be a good thing for them to begin athletics and join NAIA with UH Victoria.

Northern New Mexico was hinting of going to D2. They would fit in better there among the other three New Mexico schools at D2. They are a lone school in the state. I could see New Mexico Military may go from a 2 year to a 3 to fit in with the other schools.

NMMI is a Prep school and Military Junior college. They would then have 6th - college seniors on campus, together. Not sure if that would be a good thing. But they do have a few famous alumni, especially Owen Wilson!
I would be very surprised if they were to move to a 4 year school. That would make the following in the state.

Western NMU
Eastern NMU
NM Highlands
NM Tech
Northern New Mexico
I do not think the population of the state could support any more. As it is, NMMI gets a bulk of their student population from out of state, and internationally as well.

Yeah, but they would be hurting right now in the NJCAA right now. 5 of their conference mates in Arizona dropped football. That only leaves them, Snow, Central Arizona, Arizona Western and Eastern Arizona with 5 football schools. There are hints that Navajo Tech could be joining the NAIA. They are also a New Mexico school. They are ramping up their sports. Dine in Arizona could join the NAIA as well. NMMI could actually be good for NAIA. There could be a new conference in the future for the NAIA Arizona schools, Snow College who hinted that they could go 4 years in the state of Utah. Plus the last three Arizona NJCAA football schools. Seems the last three are offering bachelor degrees in certain fields like RNs which their communities really need a school like that.

Offering 4 year degrees does not mean that they are ready to make the jump. To play NJCAA sports, you simply can not have anyone over a sophomore athletically on the team.
Joining the NAIA would only increase that travel and take them away from their core mission to prepare students to commission as 2nd Lt's through their Early Commissioning Program. They are one of 4 schools in the nation that offer this for the Army: Valley Forge Military Academy, Georgia Military College, Marion Military Institute, and NMMI. They are pretty happy in their niche.
All of their sports play in the WJCAC. Football left the Westers States Football League and joined the SWJCFC in 2016. If you look at the schedule, you will see Trinity Valley, Kilgore, Tyler JC, Cisco, Navarro, NE Oklahima A&M, Blinn.
