I remember reading about the Governor's Mansion in Gulf Shores that was donated by a developer with the stipulation that it could never be sold. Could the Football Foundation be used to circumvent the BOT? I mean have them raise funds, deal with the City, build facilities then allow UAB to use them? Or donate them to the University with certain stipulations?
