I don't see NC State back at Tier 1, but Tier 1 is not as wide as some think.
Tier 1 - Duke, Louisville, UNC, Syracuse (even with NCAA sanctions it will take a decade in the desert to drop UNC and Syracuse from Tier 1 and it will take the retirement of K and Petino to drop Duke and Louisville)
Tier 2 - ND, UVa, NC State - they are close but not top tier
Tier 3 - Miami, Pitt, FSU - they can win the title or finish near the bottom - all three flirt with Tier 2
Tier 4 - WF, GT, - they have past championships and can again, but are not good now or in the past several years
Tier 5 - Clemson, BC, VT - there has to be a bottom. Clemson has not won a league title since the 1930's. The tied for first in the regular season once under Rick Barnes, 20 years ago. VT has not had significant basketball impact in the ACC, nor the Big East, nor the Metro. BC has not been good for a long time and I am unaware or can't remember anything they have done other than being drawn into point shaving 30 years ago, by the Boston Mob.
Clemson's NCAA record is 9-11. You, BC, and VT are the only three ACC schools to never make a final four or win the ACC title.
UNC - 110-43, 18 Final Fours, 5-3 in national championship games
Duke - 99-34, 15 Final Fours, 4-6 in national championship games
Louisville - 72-41, 10 Final Fours, 3-0 in national championship games
Syracuse - 61-37, 5 Final Fours, 1-2 in national championship games
NC State - 35-24, 3 Final Fours, 2-0 in national championship games
UVa - 24-18, 2 Final Fours
GT - 23-16, 2 Final Fours
ND - 31-27, 1 FF
WF - 28-22, 1 FF
Pitt - 24-26, 1 FF
FSU - 15-14, 1 FF
BC - 22-19
Miami - 6-7
VT - 6-8
Now, what helps Miami and FSU are recent ACC basketball titles.
But from an empirical standpoint, Clemson, BC, and VT are the bottom of ACC basketball. Moreover, at VT and Clemson, basketball is an afterthought compared to football.
Like I said GT and WF have not had recent success, but they have had success in the past. Clemson's last title was in the So-Con in the 1930's. VT's last title was in the Metro in 1979.
With an unbalanced schedule where you finish in the league matters little. What matters is what you do at tournament time. Clemson and VT are not basketball television draws, but that's okay because you show up in Football.
But let me tell you a funny story. Many years ago a Super Ram invited the wife and I to a basketball game with Clemson. Four rows off the court she was bold enough to jump and yell go Tigers when you took the lead thinking you would finally win in Chapel Hill.
I needed a paper bag and the UNC faithful thought she was just confused. She was not.
Honestly I don't see how Notre Dame, UVA or NC State is in a higher tier than Pitt. Other than this year, they've been a significantly better program over the last 15 years. Pitt had the best conference record in the Big East over their last decade in the league.
You may have had it for literally the "last 10 years of the BE," but for the last 8 years, from the time UL entered in 2005, they hold the "best" record (for those 8 years). Pitt was close with them but did a major nosedive in 2012 that killed them (UL's nosedive that year wasn't as bad). Plus UL came back and still won the BET that year and went to the Final four. Assuming you had a really good record for 2003-04 and 2004-05, before we came in, then yeah you probably do have the "10-year" record. Plus those last several years Pitt apparently bombed out of the BET pretty early. We played in 4 of the last 5 (2009-2013) championship games and won 3 of them -- Pitt wasn't in any of those 4 games we played. The last possible one they could have been in was 2010.
I believe Syracuse played in 4 of the last 5 BE championships as well. Syracuse ran into Louisville a lot in those BE championship games. Syracuse played in almost half of all the BE championship games.
In 2009 UL beat Cuse in the final game. In 2011 we lost to UConn (who we had beat 2 times during the season -- they won NCAA that year). In 2012 we beat Cincy in the final. In 2013 we beat Cuse in final (the last REAL BET). I'm not sure who played in the 2010 game as we bowed out early that year.
Not sure about 2010 either but I know SU met up with Louisville in the championship game in 2009. That was the year SU beat Uconn in 6 overtimes, and went to overtime against either GTown or ND the next night before falling short to the Ville in the final.
