Many years ago, there was an attempt to have bills assigned to a committee according to the subject of the bill. That was voted down, and it has remained within the power of the Speaker of the House to assign bills according to the wishes of power brokers of the House (or Senate). If the power brokers want, they can assign a bill they want to disappear to a committee that is likely to do just that. Like with the system BOT, a measure just disappears into the darkness and is never brought up into the light for a public vote. BTW, The US Congress does the same thing.

This may be a more friendly committee. Plus with the board reorganization it's probably more relevant.
