However the BOT asked Watts to do this study & Watts did not question why the other presidents did not have to do the study.

No. He is heavily involved & responsible.

You don't get the job Watts is in without being at least as much a politician as an educator. Don't underestimate him, he knows exactly what he's doing. He just didn't expect it to blow up early when they were unprepared, to have what's going on publicly exposed, to have to answer for what he was trying to do on the sly.
