I don't think that's a "problem". As with actual email, quotes are just editable text. That's it. They're just short-cuts so you don't have to copy n paste what others said.
When I quote, I just type in "[ quote ] This is what someone said [ / quote ]". You can't expect a filter of someone quoting what a famous person said that's bad, or expect everything one's quoting to Include the name of the person in the quote's identifier, ya know? Messages are text. Quotes are just text just as much as anything else in it. It's editable.

All emails / posts are like that in every environment. Programs just recognize tags to put a formal ring around it, that's all. Don't take it as a tape recording or the gospel truth. Again, SOMEONE wrote it up; the program just gave them a shortcut to quote, that's all. Quotes are editable. :)
1 Improvement Idea:
- Requiring quotes to have a username tag filled in, within it -- that needs to match an actual user name & pid [post ID #] -- otherwise one gets an error when submitting
1 Solution:
- Blocking out / ignoring any message that contains said user's name within the text at all. Anywhere, at all. Cost would be it'd filter out messages you wouldn't mind seeing like, "WMUBasher is such a moron!" or "WMUBasher just got booted!" You wouldn't know.
