Back to my original question. What is the state of California? What does that cover?

It would depend on exactly how it is worded in the statute or otherwise defined in California law, but probably any State or lower level government, department, agency, and the like, or any employees acting in their official capacities. There is an exemption for schools and museums using the flag for historical purposes.

or any private citizen that operates a business under a state function.

It's a sweepingly broad law and most likely unconstitutional. However, it is doubtful it will be challenged.

Just more garbage as a result of Marxist leaders making inroads in America.

Guys, it doesn't change private sales. You can still walk into a flag shop and buy a confederate flag. The state is just banning it being put up on their dime. It's a meaningless law that like 49er said, is designed to get out the idiot vote. That, and sucker in folks to paint as racists and thereby gain further leverage in an election.

We are aware of that, but the state controls many areas private vendors can operate. Even private vendors on any sort of state permit.

They don't need scams like this to get the idiot vote out in California. This has more to do with stripping people of their rights. Progressives know best and pandering to left wing activists.

I think there is some question as to how the law will be interpreted (and enforced). And it's certainly likely it will be interpreted different ways by different people.
