I know that when you are trying to build community support for an athletic program, it is all about trust. When you say in September 2013 that we will have a location for the field announced by October of that year, and they have not announced it a year later- that destroys trust. It would be better if they would just come out and say "Our first priority is the PAC since we are an academic institution, we will not build the stadium until this is built. But the location will be.....".
Likewise, it would have been better for them to say "listen, we hate the Minidome, and are going to relocate to Freedom Hall and abandon the idea of building a convocation center. We are sorry if you do not like Freedom Hall, this is the direction we are going." When you make up this story about not being able to play in the Dome due to roofing issue, you lose credibility. Again, just tell people the truth and quit trying to play PR games. At least don't get defensive when people call you out on it.
As for the women's sports, Dr. Sander had said that we should know which sports we would add by the start of 2014. Well, it is September and at this point I doubt it is possible to start a new women's sport to be ready by the time football starts. So, either they lied, or they found a way around the title IX issues (probably the case). But they need to tell people that.
You have to build a base of support for ETSU among a community that lacks this support. Be transparent and honest with the community. If the administration thinks that those concepts are crap, then this isn't going to work well for them.
