Demographics due play a big role but not just because people are moving south.
Fifty five percent of African Americans live in the Southeast.
More importantly small Southern towns where football is king have high African American populations.

The Midwest has eighteen percent of Americas African American population .
They tend to live in cities and play less football on average.
Most of the top recruits are African American for whatever reason .

I think the proposed rule changes to allow schools to pay for travel for families may help.

You get 85 scholarships... Even with 125+ institutions there are plenty of football guys who want to play even if they come from the south

This is MY theory. Folks may agree or disagree:

In the south, e.g., days of Bubba Smith, the southern universities had institutional segregation with their admission policies.

Players like Bubba Smith (Texas) went to the Midwest. The Southern Us were forced to integrate their football teams to succeed. Next, African American athletes wanted to be around other African Americans and play for African American coaches. So the Us had to integrate across the board in terms of admissions and employment.

Ditto with basketball where an all-white Kentucky team played Texas Western (now Texas El Paso). Now the Kentucky team has many impact African American players.

Now the southern universities do a very good job of keeping their athletes home and the Midwest can not compete even up with the South for football players.

I believe athletics played a major role in the integration of southern universities.
