CBS Sports: Big Ten presidents endorse four-year, full-cost scholarships
Sorry if already posted...from the article:
• We must guarantee the four-year scholarships that we offer. If a student-athlete is no longer able to compete, for whatever reason, there should be zero impact on our commitment as universities to deliver an undergraduate education. We want our students to graduate.
• If a student-athlete leaves for a pro career before graduating, the guarantee of a scholarship remains firm. Whether a professional career materializes, and regardless of its length, we will honor a student's scholarship when his or her playing days are over. Again, we want students to graduate.
• We must review our rules and provide improved, consistent medical insurance for student-athletes. We have an obligation to protect their health and well-being in return for the physical demands placed upon them.
• We must do whatever it takes to ensure that student-athlete scholarships cover the full cost of a college education, as defined by the federal government. That definition is intended to cover what it actually costs to attend college.

Nothing is stopping them from doing the first three bullets now. Only the fourth is outside the bounds of the NCAA, but that soon could change.

Does that really mean that? I take it to mean that even if they transfer, the new school is obligated to cover the cost of the tuition throughout the tenure of the student-athlete. The point is guaranteed coverage of tuition throughout as opposed to yearly renewals or...non-renewals (coaches running players off).

They're taking you on, academic cradle to grave, and it's on them that you complete. They're already unfairly controlling about transfers even without the guarantees...if they're going in this far, the way they make it sound, you're their full responsibility.
It trickles down, too. The school is taking on the burden/responsibility, so it will fall upon coaches and recruiters to "get it right" during the recruiting process to get kids who want to be at these programs. The schools added an additional level of authority and insurance on these kids...it's not just up to the butt-head coaches anymore on who can go where. Now the school itself might have a say.
