That's a stretch; however, most folks with any sophistication would take the money out the bank and put it in a money market,stock market etc. At least that's what I would do. Thre are bond funds now that work pretty much like a savings account and no bank required, etc.

I know is South America, at least in Peru, the banks charge clients for each deposit. I mean, it's a very small percentage per depost, but I'd imagine it adds up nicely.

in other words, the people with the cash don't propagate at an equivalent rate

The global economy has rarely seen a deflationary cycle that could be catastrophic compared to the housing bubble or dot.com busts. A negative interest rate is a warning.
