Probably Charlamagne. Dude had the first real empire since the Roman Empire fell. Unfortunately his empire fell apart after his death.

Not totally. It was the start of the Holy Roman Empire that lasted through the Hapsburgs. The Vikings caused a lot of problems after Charlemagne but the infrastructure was there. Alfred the Great figured out how to contain the Vikings. He is also worth a shout out.

The classic movie "Becket" starring Richard Burton as Thomas Becket and Peter O'Toole as King Henry II is a must see if you are interested in this fascinating story.
