Autonomy questions
Does P5 autonomy extend to # of scholarships allowed? Can they go back to 105 scholarships?

Does it extend to the limit on signees? Can they go back to 35 signees ever year?

Does it extend to other sports besides football? Can they decide, for example, to turn all women's equivalency sports into women's headcount sports to get the number of full rides for women up for Title IX purposes?

1. No. That would be a decision for all of FBS, but the P5 would have a 2 to 1 majority in FBS matters, so they could pass that without much resistance, if they wanted to deal with all the title iX implications of that.

2. No. Same reason as number 1, but with less title IX impacts to mitigate.

3. Autonomy is actually for all sports, not just football. In fact, it can't be just for football, as those issues are specifically excluded from areas of autonomy. As for your example, no they can't. They'd have to put such a sweeping change up for a full vote if the whole division.
