The rational is that no matter how bad NC State may be, it's not going too be a guaranteed win. Ask Texas in 1999 and Ohio State in 2003 and 2004. LSU does not need the risk. NC State also does not offer exposure in the NYC area.
In many ways NC State is the least desirable ACC team for another B-5 to play. You can get easier wins against Wake or Duke, you will get better exposure with UNC. You get a trip to Boston, Atlanta, Miami, and Pittsburgh with BC, GT, UM, and Pitt. You get a top 20 program with VT, Miami, FSU, or Clemson.
NC State is high risk, low reward for a school like LSU.
Except that LSU has scheduled games with TCU, Wisconsin, North Carolina, Oregon and many other PAC 12 teams....
LSU just scheduled Syracuse for a home-home series I believe, and has Oklahoma on the slate in future years....I don't get why LSU canceled
Apparently LSU was afraid to play in Raleigh (where both Clemson and FSU have lost recently).

It doesn't make a lot of sense to me that LSU would be so afraid to play State in Raleigh, then turn around and schedule a home and home with a medocre Syracuse team that just beat State at raliegh.

Sure it makes sense.
If you play Syracuse you have the potential for a national game with one school in the SEC and the other in the ACC on NYC's doorstep. If you want any exposure in the NYC/Northeast US area, your P-5 choices are BC, Syracuse, Rutgers, and Penn State. LSU also has a game on tap with PSU.
You don't get that regional advantage playing a game in Raleigh and if you want to play a team in NC, you can chose between UNC, WF, Duke, and NC State, and cover the same area with a game with VT or UVa.
NC State does less for LSU than Syracuse. It's really that simple. NC State also could win one of the games and turn around the next two weeks and lose to Wake Forest and UVa. Beating a top 20 team one week and losing to a team with a losing record the next is an unfortunate NC State tradition.
