I could imagine some individuals with the right vehicle, right tires, and right preps on board getting around safely. The trouble is that yesterday a.m. the roads were icy. Most people don't have tires that are any good on ice. They said there were 3 accidents on the e-way, including jack knifed rigs, that backed traffic way up. Stuff like that, in dangerous cold, has the potential to overwhelm safety. You have to think of the "safety" of safety personnel, too. It's dangerous work even in the best of conditions.
