Being the last year of the BCS, I could see them using the Paragraph 5 clause to do make things more interesting if necessary, but on the other hand, if Ohio St, Oregon, Bama, and FSU all go undefeated, would the powers that be really want to draw attention to the fact that they are starting the CFP one year too late?? I wouldn't think they would want to do that
BUT if they do I could see the ACC and Orange Bowl agreeing to it IF it ensures Clemson gets in. Without such a trade Clemson runs the risk of getting left out.
BCS Champ: Bama v. Oregon
Rose: Ohio St v. Stanford
Orange: FSU v. Big 12 At large
Sugar: SEC Replacement v. UCF
Fiesta: Big 12 Champ v. Fresno st.
BUT: IF a trade is engineered
Champ: Bama v. Oregon
Rose: FSU v. Ohio St
Orange: Clemson v. Big 12 At Large
Sugar: SEC Replacement v. UCF
Fiesta: Big 12 Champ v. Fresno St
BUT THEN: Stanford and the PAC lose out so there is no way the Rose is going to do something to hurt a long time partner.
SO: IF the NON AQ schools do not take a slot I could see this happening
Champ: Bama v. Oregon
Rose: FSU v. Ohio St
Orange: Clemson V. Big 12 At large
Sugar: SEC Replacement V. UCF
Fiesta: Big 12 Champ v. Stanford
This way Rose, Orange, ACC, and PAC all get what they want.
Only way it happens is if the NON AQ's dont take their slot.

Best Case Scenario for those wanting FSU in the Rose Bowl v. Ohio St.:
For Notre Dame to win out.
If Notre Dame wins out, Stanford won't be in top 14 so PAC can't get upset the Rose doesn't take them to replace Oregon
This allows:
Champ: Bama v. Oregon
Rose: FSU v. Ohio St.
Orange: Clemson v. Notre Dame
Sugar: SEC Replacement v. UCF
Fiesta: Big 12 Champ v. Fresno
ACC gets its 2nd team, Orange gets Notre Dame, Rose gets 2nd best bowl game behind the championship. Everyone is better off a a result of trade.
Without the trade the matchups would look something like this
Champ: Bama v. Oregon
Rose: Ohio St. v. Notre Dame
Orange: FSU v. Big 12 At large
Sugar: SEC Replacement v. UCF
Fiesta: Big 12 Champ v. Fresno st.
The 1st grouping is way more attractive to everyone involved and therefore don't think anyone would object to Paragraph 5 being implemented.

if ND wins out, beating Stanford- odds are really good that nd would themselves go to the Rose Bowl. Orange then is FSU vs Big 12/Big Ten.

exactly, unless paragraph 5 is implemented which would allow the Orange to Trade FSU To the Rose for Notre Dame.

In answer to the initial question - the only way this could happen is if FSU does not win the ACC CCG but earns an at large BCS slot, and second, Oregon wins the P12 CCG and plays in the BCS NCG.

Even if ND wins out, I doubt they can climb from 23 to 14 in the BCS. Stanford will be a three loss team after losing to Oregon and then losing to ND, unless Stanford beats Oregon and that probably puts FSU in the national championship and out of any Rose Bowl opportunity.
