So what? It was an opening game played late and Rutgers had a pretty good D last year. Coincidentally Fresno also blew out Cal but you didn't mention that.
They won and that's all that really matters. VTech lost to James Madison and went on to win the ACC a couple of years ago. I don't remember anybody saying VT wasn't the best of the ACC that year.

Yes you can. People do it all the time. UConn lost to an FCS team and USF lost to an FCS team and right away people said that they stunk. So people judge teams all the time off just one performance.

You just gave support to my position. The game was played late in California. Rutgers traveled all the way there from New Jersey. The game didn't end until after 12:00 A.M. Central Time, which was after 1:00 A.M. Eastern Time which is the time that Rutgers players are on.
BTW, Fresno State has not played Cal this year. Cal lost to Northwestern and Ohio State. And Cal beat Portland State, which is probably why I didn't mention Fresno State beating Cal; because they have not played each other. And if you are mentioning that Fresno beat Cal last year, then you ought to also mention that SMU absolutely destroyed Fresno State in the Hawaii Bowl; which proves even more that Fresno State is overrated.
