Not Huskie related and I'm not shedding any tears that this happened to ND but this sets a dangerous precendent. He has an ailing family member, in his case he likely does but if he wanted to play football this fall he could transfer to a JC, play 1 year and then move on to UCLA or attend UCLA this year and play football next year which would make this year a redshirt year.

An ailing family member can be many things, a dog, cat, other pet, distant cousin. You can strech this pretty far to get out of an LOI.

It sucks, but what does it matter when he transfers? They could make him stay for a year and then he will just leave then. Don't waste scholarships on guys who don't want to be there.

The issue now is that you are making the LOI meaningless, it will be open season on top level non AQ players by AQ teams.

Bigger schools already take these kids. LOI are not meaningless and the amount of kids that sign it and stay far out number the kids who sign and try to switch.
