Question: Do people drive under this underpass or is it closed off?

Meaning, will the lights be a common occurrence every night or was this just a temporary deal?

The attached photo at this thread seems to lend the idea that it's alright to drive under the overpasses and I was wondering the exact same thing about your second question. I hope this is a permanent thing, would definitely give downtown Birmingham a symbolic cosmetic enhancement, in hopes of more to come thru out the area. I got a kick out of that special lighting display behind the Museum of Art and near the Civic Center last year, was hoping that would be permanent, too.

Well, if people are allowed to drive under it, it would seem that it could be a potential driving hazard.

I'm not too familiar with the underpass, so I can't speak as an expert though.

For $250,000 it needs to be permanent.

It's permanent. Plans call for doing the same for the other 3 underpasses. Businesses will be asked to donate and sponsor them, with no costs to tax payers. The complete plan envisions a comprehensive building lighting project akin to Philadelphia's Center City project.
