I think that third tier rights "work" for the Big 12 because it's a matter of survival for them. Texas has the largest population base, biggest national name and best recruiting grounds in the Big 12 by a massive margin, so they have the most disproportionate value of any school compared to the rest of its conference. That's a recipe for them to have extreme leverage to demand that they own their third tier rights or else they'll find somewhere else to go (as they'd make more in full equal revenue sharing arrangements in the Big Ten, SEC or Pac-12 if it came down that issue).
That doesn't mean that it works well for anyone else. Just look at the SEC, where schools such as Florida and Alabama that were making quite a bit of money from their own third tier rights just signed them over to the conference in order to form the SEC Network. If you're in a conference with multiple valuable properties and markets (such as the SEC being in the states of Florida, Texas and Georgia and the Big Ten covering Chicago, NYC, DC and Philly), then it behooves everyone (even the power programs) to pool their assets together. The issue with the Big 12 is that one school brings the vast majority of the most valuable assets for the conference all by itself, so it has a claim (and to be clear, I think it's a legitimate claim) that it ought to receive an outsized share compared to everyone else.

I've heard nothing about financial figures about this new deal, and since I believe that we'd already made a deal with IMG for our Tier3 rights, I'm guessing that if anyone is making "a gazillion dollars" with the announcement of these deals, it's IMG. Meanwhile, unless accommodation is made, they're pissing off a lot of KC area alums since Time Warner Cable essentially gets exclusivity for 6 hoops games a year. (Yes, many of us are reluctant to give up any games, even if some are exhibitions.)
