I just read a great article about teams moving from FCS to FBS. It ended up questioning with BCS and FBS differences does that make FCS a third level instead of the second level. I couldn't help but think about our old opponents at JMU

RE: is FCS (JMU) the third level or the second level?
I always thought it was two tiers. FBS (with the AQ conferences/elite bowl syndicate being a subset) and FCS. I can definitely envision the aforementioned subset becoming its own tier in college football, however. This whole realignment business, including bowl shuffling and/or consolidating, may be the indicator. They'll have an essentially exclusive playoff system soon enough.
