You're confusing two other rating services. The one you're mentioning never existed.

It was Earl Warren's RPI, and Hamilton Burger posts his own version of a pseudo-RPI.

The more common errors are to quote Earl Weaver, who never believed in RPI, only Wayne Graham's 3-run HR philosophy, and Hamilton Beach, which of course is a blender.
