I don't think that's engaging the kid. What is the difference in sending out a tweet and posting the same message on a message board? If a kid googles his name and it leads him to xyz message board and he sends a link to his friends are you engaging him? The problem would be direct contact with the intent of acting as an agent on behalf of your team. Once these prospects have twitter accounts, facebook pages, and other publicly accessible information it becomes almost impossible, if not illegal, to regulate.

UAB fans I hope would go above and beyond in order to stay clear of any violations.
Personally, I would not converse via twitter with any recruits until they have committed to UAB.
Even then, possibly until after they sign.
Sometimes I don't even follow a recruit until after he commits.
There are some that I currently follow that are prospects though.
If it seems kind of fishy, I would just stay away from it.

Technically a twitter id isn't a name, plus he didn't say he was tweeting it directly to said player, therefore my point is still valid. Message boards, twitter accounts, and facebook pages are indeed web based information sources with similar public accessibility therefore fall under the same umbrella.
That being said, I don't think fans should engage recruits but referencing them I don't have a problem with. ICB example, in my opinion, is a reference.

UAB will dress 5 Clay-Chalkville kids on the football team in the fall (The Reaves Brothers, Vinson, Fuller, and McCollum) and about 10 in the marching band.
I had direct influence over exactly ONE of those kids.
