New Rice Alcohol Policy for 2013-14 apparently

Some highlights:

Nothing over 100 proof allowed on campus

Service of hard liquor banned except in private gatherings with all persons over 21; or registered events where everyone within the designated space are over 21 (sort of a liquor jail at parties, I guess)

Limited possession of hard liquor to 2L or less per suite

Strict definitions for private gatherings (5 to 6*n people -- where n = number of occupants of the room)

Also, private gathering hosts must register with the Chief Justice at least 24h in advance

Going to be real hard to enforce these, but the effort has been made. Wonder what the reaction will be on campus.

Also, the idea that a "private gathering" is only going to have 2L of hard liquor at the most is somewhat comical. We shall see how that goes.

This strikes me, as always, as a CYA policy. So if there should be, God forbid, some instance where a student gets hurt from too much drinking, the University says, "But we had a very strict set of rules." Of course, for the defense to really work, there needs to be a good answer to the follow-up question: "But what did you do to enforce your rules?"

Not that I think a defense should be needed. So long as the University is not serving minors or over-serving legal drinkers (dram shop liability), they can't really control what the students do. Almost to a man (or woman), every student on campus is an adult and has to take responsibility for himself (or herself).

I suspect the purpose is to give the campos more authority to shut down private gatherings and to direct parties more toward beer, because it takes a lot more work to get into bad trouble with beer.
