Seen references to these trends in my alumni magazines for several years now. They see the major source of revenue replacement being from business development, much like UT is doing.
My feeling is, articles like this are presented most by those who see profit from that trend they are trying to state is fact.
I've seen and taken courseware from MIT and Stanford. Kind of dry and guess what, no accreditation.
Employers are always going to want someone else to do their vetting. There are some professions, education for example, that require their professionals to keep up to date yet have little standards on how they do it. They can take "on-line" courses from nearly anywhere with absolutely no interaction with a human being. Fill in the blank education. I've taken those also. Most professions do not accept that form of "keeping up."
There is no replacement for interacting live with a Professor and classmates at a University of Toledo course.
The University needs to promote the character of its education, show how it is different and unique and beneficial to both the student and the employer. They need to develop a clear difference between UT and other Universities and place their chits on that. Any panic or amount of hedging bets will IMO, lead to failure.
