FIFY, that is going to be ultra difficult to enforce fairly.

The penalty is outrageous -- at least half these types of "vicious hits" result because an offensive player lowers his head and the defender (who was in position to make a legal hit) gets flagged with the helmet-to-helmet contact.

But, if you're insistent on having harsher sanctions for hits, I like the idea one of the writers had a while back: a helmet-to-helmet penalty results in the next snap being played with a 1-man disadvantage on defense in addition to the 15 yard penalty.
