"Our immigrant families, like many struggling in these trying economic times, need financial help to achieve their educational goals," said Silver. "Investing in these inspiring students represents an investment in our future."

I'm glad it's in your state and not mine. Maybe they'll erect as sign at the state border something like "ALL ILLEGALS - COME LIVE HERE AND GET LOTS OF FREE STUFF!!"

NY is investing in its future insolvency/bankruptcy with this act.

How does this invest in NY's future? It just attracts more illegals and many of the ones that get educated and are worth a damn go back home.

Cuomo 2016.......buying votes with taxpayer money. I think with guy is the next Democrat pretty by. Famous family. Has Clinton and other power brokers from the state. Wall street likely in his pocket too. If you think Obama raised taxes. The Cuomo's never saw a tax they didn't like to raise 100%.

Andrew Cuomo is definitely an across-the-board big-government liberal who believes in high levels of taxation and spending. But -- compared with other Blue-state Democrats -- he's actually more realistic than most, and compared to most other New York Democrats in particular, he's practically the reincarnation of Adam Smith. I think he really does "get", at some level, that New York's industrial/economic decline over the past 50 years has something to do with state fiscal policy. I don't think he's quite sure of what should be the next step in that process, but at least the dim awareness that there is a problem puts him ahead of his own father and most other liberal-Democrats of the post-'60s era.

Ill agree with you there.
He does seem to be the first democratic politician of note in New York who has not just said "All is well, tax some more and it will all be ok" since Daniel Patrick Moynihan and he was a rare bird in his day.
