Correct. They made Joe out to be the best point guard in the country. Even though he was not playing the point.
So the person that brings the ball up the court, stands at the top of the key and signals plays, then initiates the offense and happens to lead the team in assists isn't really playing pg?

No. He is JUST a DECOY. The REAL point guard is Shaq Goodwin. He just plays in a different spot on the floor to confuse the hell out of the defense. See, Josh is smart like that.
