University town keeps voting in corrupt politicians who don't enforce own rules.

Shocking.

There are reasons I love to visit AZ, but hate the thought of living there. These parents deserve far better.

I cannot imagine why he was not fired. The city/county council may over rule the police chief. They are accountable to the voters.

AT the least you think there would be some civil/criminal chargers against him - but guess it is no illegal for a cop to hide evidence.
