This guy is lying and he knows it. The precincts aren't the same but what about the counties? I'm pretty sure Cuyahoga County is the same size as it was in 2008 and hasn't changed that much demographically (mostly youth, minorities and Jews) and the totals the county itself is releasing show early voting way ahead of 2008.
And it's been pointed out before that Ohio identifies you by party based on what primary you voted in. A lot of Democrats sat out the primary because president and senate were unconstested and many of them (if they're like me) asked for a GOP ballot for mischief purposes, so identifying how many Republicans and Democrats have voted based on those numbers is misleading and par for the course for the Romney campaign.
