I think they can as long as the 7 win team gets in. That was how FSU got to go to the Gator a few years ago ahead of some teams.

Ragu, I agree with you that the fee is too high, but your argument regarding leverage is a "DUH" moment for you. We all agree that the buy out is to discourage any team from leaving. Guess what, so is the Big 12's GOR. You are willing to submit yourself to the GOR and the whims of Texas but despise the ACC buy out.
The ACC buyout is a simple 3X fee. The GOR, if it stands is up to 13 year's worth of TV rights! (I don't think that stands fully in court, but the potential is there). 3X or 13X, which is more reasonable? Only in the last two years of the GOR is the GOR worth less than the ACC exit fee!
Think very carefully............
Which school do you think the $50M was put in to keep in place?
Hint....not FSU.
This is a binding agreement that covers 15 schools.

Maryland's president goes on the record in this piece where he talks about why he voted against the increase in the exit fee. It was purely a philosophical and legal viewpoint according to him and had nothing to do with Maryland leaving the conference.
