NCAA loosens bowl eligibility criteria. Transition teams (us included) added

Since there are too many bowl games, NCAA needed to add more ways for teams to become bowl eligible since getting a winning record is too hard. So the NCAA has added a tiebreaker system for any bowl spots where a conference does not have a team with a winning record

1st, 6-6 teams with any 1 FCS win (previously FCS wins only counted against teams that fully fund scholarships)
2nd, 6-6 teams with 2 FCS wins
3rd, 6-7 with the 7th loss coming in a conference championship game (see UCLA last year)
4th, 6-7 record with a 13 game regular season
5th, FCS team making transition to FBS with a 6-6 record (US)
6th, 5-7 team with a APR in the top 5

So, we need to root against teams getting 6 wins in 2013 and 2014, and we may actually get into a bowl game before becoming a full Conference USA member.

Now this would only apply to CUSA teams for us correct? I mean who else would offer us a bowl game if we qualified?

I believe it would be any bowl game that had a spot to fill. And if they get down this far, I don't think they would have too much of a choice.

in 2013 the transition teams are us, Georgia St. and Charlotte. 2014, just us and Charlotte. (At this moment)

I would have to think we're the most appealing of the 3.

No one the likely hood of it getting down that far is very unlikely. It's more of a just in case thing, that one in a million chance like the three way tie in the Big XII south a few years ago.

Does this mean the CUSA has to have all teams at 6-6 or worse, then we are considered? or am I reading it wrong

The way I understand it, if there are less FBS teams with 6 wins or more than there are bowl spots, we can be selected. I don't think it matters what conference was originally supposed to fill the spot.
