It can, but it would also be nice for an explanation and some transparency on why they just made a deal to allow the department charged with protecting our citizens at home to purchase enough bullets to shoot us all with 1.4 of them. Especially when they spent $100-$150 million to do so.

ammo costs are going up...go ahead and buy enough now to save money later...I would also like to think our military and police have PLENTY of rounds to practice with.
