Mountaineer Sports Network, owned by WVU, currently holds the rights, but most major colleges farm those out to multi-media corporations like Learfield and IMG College. Among major colleges, only Michigan State, Illinois and WVU maintain control.

The publication date of the RFP, obtained by the Gazette, was June 8. (See complete RFP online at www.wvgazette.com.) The process will consist of two phases, that of "mandatory pre-qualifications" and the submission of sealed proposals to the school. The deadline for the first phase is July 2, while proposals are due Aug. 31.
NOTE: The Gazette's search engine didn't have an entry for the full RFP yet, and I couldn't find a valid link for the full RFP. So look for it - when they get around to posting it...
