I think its set to be raised over four years as part of a larger campaign with 40 MM going to Athletics. Here are the blurbs from the article in DP.
ODU Capital Campaign
The pace for ODU’s recently announced capital campaign is more measured. As articulated by university John Broderick, the goal is $200 million over four years, with $40 million earmarked for athletics.
Half of that $40 million is targeted for a second stadium enhancement — Selig calls it “Phase Two” — the other half for scholarships, annual and endowed, and a women’s volleyball program that’s set to begin competition in 2020.
My understanding is after the initial announcement in 2016 and this Article in the Daily Press 9/2017, the amount was bumped up and the new target for the overall fundraiser is NOW $250 Million.
If Selig and Broderick or singing from the same page in this song book, Selig is implying that a lot of the 2nd Phase will be planned and incorporated in the Construction NOW
* $20 million of the $40 mill will be for “Phase Two” as Ballard begins the construction of Phase One … Student section, improving the Scoreboard and potentially Club seats all during the initial Phase I construction. That's if I understand what is being implied.

The first Fundraising Initiative Steering Committee meeting was held on November 28.
Due to the initiative’s success in raising $78 million since it began in * July 2016, the goal was increased from $200 to $250 million. Bruce Bradley and Dick Barry are leading this effort and Donna Scassera is a member of the committee, which includes community leaders and ODU graduates.
During ODU President, John Broderick's 10 year tenure at Old Dominion the University has received more than $800 million in new public and private resources. *The University is pursuing a $250 million fundraising initiative to increase resources for scholarships, faculty research and academic centers, among other areas. Included in the $250 million initiative is the "August 2017 Initiative for Athletics" where Broderick upped the drive to aid the Athletic Department…. I'm certain the new fundraising drive has played a part in the record setting Donations for the Athletic Department (ODAF). The University has currently raised as of July 31 - $17,500,000 for the 40 million Fundraising Initiative "Athletics" . However this is a broader University wide fundraiser and those donations can be earmarked as the donor would dictate.
