I don't know what kind of fuel they are using in their rockets, however if it is a solid fuel there is no throttle, just light and go, like the solid boosters for the space shuttle. I would assume they are liquid fuel, which we have been throttling since the 1960's. Just goes to show that the NK's are idiots.

Trying to do it on the cheap... The tech is not very new but to properly implement it requires key tools that are (1) not cheap and (2) not easy for an nation under an international microscope to obtain.

Not necessarily. It's tough stuff, w/ many more things that can go wrong rather than right. It really is rocket science.
