NCAA panel proposes new severe penalties for violations

BCS Conference schools, particularly the SEC, will never allow the more extreme penalties.

I love it. Make the penalties much stiffer and hit them with a percentage of budget... it hurts all schools at that point. Also - I like the coach ban.
