When you enter a post, the Smilies window on the left doesn't contain a simple smiley face; the only way (that I know) to get one is to select it as a "post icon" from the set of radio buttons at the top of the screen. There are some really interesting smilies available if you click the "get more" link.

It is basically a popularity contest. The other members add points due to the quality of the posts or for the heck of it. The same goes for negative posts.
