This is a SS cut... The Payroll Tax is unique in that its actually targeted towards something that (1) has no other method of funding and (2) can not be cut.

No, he did not concede that.
As Bull pointed out this is a specific tax, for a specific purpose.
Second, the "tax cuts don't pay for themselves." like so many things in government, is housed in your point of view.
The conservative view is that tax cuts do pay for themselves because they stimulate economic growth, increase demand, which requires an increase in supply, which means people get jobs. Because government spending is far too high anyway, the idea is government spending should be cut in conjuction with the immediate loss of tax revenue in order to ensure budgets are balanced.
The liberal view obviously is that any loss of revenue to the government is a bad thing since government is there to take care of us.
So it's all in your definition of paying for themselves. Conservatives believe a thriving economy and people having jobs is the payoff. Liberals don't like any of those because it means less government control of our lives. So naturally, to liberals, tax cuts never pay for themselves.
