The "limited street access" may turn out to be fortunate design in an age of terrorist attacks on all kinds of "soft facilities" (those that lack heavy security against bombs in vehicles or on persons). Those open access areas may be scenic and appealing to view, but are they easily guarded against attack?

If these persons find it too hard to attack New York, Detroit, and Los Angeles, will they be tempted to try to attack a smaller city where lots of people go?
