The standard amount speculated is north of $100mm. My personal opinion is the pending avalanche of criminal and civil lawsuits about to crash into Penn State will cost them well above $100mm, perhaps up to a quarter of a billion dollars.

Had this happened in Texas, a (public) university would have been immune from lawsuit, if I'm correct. (I know it's a stretch from an employee suing versus these kind of victims). How much worse would this incident have been if sovereign immunity were in play?

That is a good question. I read an estimite of 100 -300 million, but do not know what libility they have as an arm of the government.
