"Duke" and "New Jersey" is a local North Carolina joke that has been around for years.
Obviously, Duke recruits students from all over. Locals, who are very proud of Duke, sometimes like to take swipes at the university. (UNC and Duke campuses are minutes away from each other)
New Jersey, although not deserved, has a reputation. Sometimes New Yorkers refer to New Jersey as an armpit, etc... much like people make fun of West Virginia and "relatives", or Chicago natives talking about the "cheeseheads" from Wisconsin.

When locals make fun of Duke, they sometimes refer to it as the University of New Jersey-Durham. They may also refer to Duke as "that Yankee school". Locals also make fun of Duke ("Doot" or "Doo-ook") because some people have difficulty saying "Duke".

Some other "swipes" at local schools...
"Moo U" is NC State
"UNC- by the K Mart" is UNC-Wilmington because UNCW has a K Mart next to campus
"EZU" or "Easy U" is East Carolina because of the perception by some locals that East Carolina is a party school and easy to get into. In fact, ECU is just a big state school.
UNC-Chapel Hill is usually made fun of because of its ultra liberal campus and snob fans. Some may refer to them as "wine and cheese crowd" or "Tarholes". Think of UNC-CH as Cal-Berkeley with a good basketball team.
