There is actually a "No Rent List" that Hertz and other companies utilize that references a database maintained by the FBI's National Security Branch Analysis Center (NSAC).

If you are on the list, you are denied a rental, and the fact that you tried to rent a vehicle is relayed to the Feds.

I'm glad they're trying, but it is just inane.
