Sun Belt vs Non-AQ's Budget Average
From the Government Equity in Athletics site. Athletic expenditures for the year ending June 2009 (latest available figures).
Before someone hops in and claims that these figures are not correct, they can still be good enough for a rough comparison. Conference public schools were used, private schools were excluded as they do not have the same reporting requirements. Only football schools plus USA were used for the Belt. Belt has 4 schools (USA, ULM, ULL and Arkansas State) that spend under the conference average for athletics.
CONFERENCE AVERAGE (public,football schools only)
$29,275,000 - Mountain West
$25,958,500 - CUSA
$20,717,700 - MAC
$18,908,900 - WAC
$13,388,200 - Sun Belt

Sun Belt has two schools that aren't allowed to have student athletic fees, UL and ULM.

USA will probably catch up quite a bit with adding football.

But they do get funding for athletics from the State that other schools may not get. I doubt if they are the only FBS schools that don't have student fees.

+++++++++++++++++++++++++++++
The MWC numbers without including TCU and BYU will
be inaccurate and on the low side. The last numbers
reported for TCU was around 43 million and BYU is probably
not far behind.
Did you have numbers for Air Force ?

Excluded private schools as they have different reporting requirements and much higher scholarship $$$. Just public to public comparisons

Substantially. I can't find the link, but I'm pretty sure that I read a long time ago that our budget by 2013 will be in the 5-6 million range for football.

The money coming from the state for each school is part of the general fund. We are allowed to use up to a ceratain percentage based upon the number of students at the univeristy. You receive a higher amount of state funding per student in Texas, you just can't use any of those funds towards athletics. The larger amount of funding from student fees is substantially more then what we receive from the state.
