The good and welfare clause of the Constitution
I'm not a constitutional expert.
Can someone point out to me what that is?

RE: The good and welfare clause of the Constitution
Article I, Section 8 gives congress their power regarding taxing and spending. I just posted the specific "General Welfare" part of the section. Link Here
The 10th ammendment states: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." Link Here
So if a SPECIFIC power is not delegated to the federal government, under the constituiton (Congress specifically in Article I, Section 8), then it is a state or people power. Using federal dollars for anything other than what is allowed under the constitution is, by definition, unconstituional.

"promoting the general welfare" isn't confiscating peoples' earnings and giving f'n welfare out to everyone.

EXACTLY! Don't confuse the current accepted definition of "welfare" (people living of the teet of the government) with what the framers were discussing in the CONSTITUTION. It's actually really simple.

But that's exactly the word play that Michael Moore used in his latest film. Did it influence people? Maybe a few.
But I'll bet when people hear these terms at a young age, like in civics class, it does have an impact on them for many years.
